BART employees are more highly paid than Lambda School teachers, yet the trains don’t run on time and are a mess. Why is that?
School structure, who is on a school board, organizational behavior of a school, students’ home lives, measurement methods, etc. all matter greatly, and paying teachers more doesn’t fix any of those things.

If you just started paying teachers more there would be highly-paid teachers handicapped in what they do by the rest of what is broken about our public education system.
-
Regarding just paying teachers more, I‘d kind of agree with you if we’re talking about just shelling out cash to existing teachers, but that’s not how the reality would play out and you either know it and you’re being argumentative or you’re not thinking broadly enough.

School structures are determined at a local level and are largely self-defined or defined in conjunction with a school board (the majority of which are elected). Attracting top talent to the field would, over time, provide a corrective influence. Bluntly, you’re wrong on this.
-
The power teachers have over school boards is negligible. Bluntly, you're wrong.
-
Again, you’re not thinking broadly enough. How is it you came to believe you were able to educate people? Seems more like that kind of mindset would churn out performing monkeys.

Metrics are a mess and we currently have No Child Left Behind to thank, though the underlying lack of worthwhile national standards preceded the passage of the Act. Again, I fail to see how attracting top talent to the field would fail to provide a corrective influence.

As I said earlier (and you ignored) there are societal issues at play. So we are both correct, there. Home lives are severely impacted by income inequality, which is, broadly speaking, unevenly skewed along racial/skin tone lines.
