Have you thought about doing the opposite - paying people a bonus, or a monthly stipend for enrolling? Might broaden the # of possible customers.

@AustenAllred - how do you keep costs low enough up front to justify? Assuming thorough onboarding is key here as well as tiering out dedicated mentorship to students based on their progress. -
We focus on making a lot on the other side. There is a lot of non-optimal cost along the way, but we don't know (or necessarily care) what that is.
