I mean nation states. For example, in Germany, where I live, the state pays for most university fees.

Gotcha. The tuition to CA state schools for a CA resident is heavily subsidized, too. It's the disadvantaged who will benefit the most from this & allows them to belay the cost of the school, paying it back *afterward*, without loans. Correct me if I'm wrong,

Yeh, I understand the business model, however it is only viable due to the ridiculous fees charged by universities in the US, and the fact that these fees aren't paid for by the government (or covered by a zero-interest loan from the government).

That's interesting (if somewhat counter-intuitive). No idea why they would be interested in working to pay of a debt burden to their educational institution.
