Why would lambda only be for programmers?

Nursing is more complicated, do you plan to buy a nursing school? ;)
-
Tell me from first principles why that wouldn’t work
-
facepalm. I’m not saying whether it will or won’t work. I’m asking you to understand that INS policies have allowed certain industries to bloom by talent lockdown.
-
We’re playing human capital arbitrage. Immigration is *a* reason but not *the* reason. Model would work with open borders, would just be more difficult
-
Arbitrage? As in talent is sitting somewhere undervalued but you're pretty pretty sure you can find a more valued placement for it? (and make money when you do)

It’s funny tho, the example you cited simply fuels my point, immigration policy necessitates the lambda model. Large swaths of Indian and Filipino nurses cannot make easy landfall stateside, thus native labor supply has inflated salary and employability.
