How about repayment on an honour system? Canada might be one of the more likely places that would work.

I feel like there is some kind of contract you can write up. Just say repayment starts like 1 or 2 years after school ends. Because regardless of the job a student gets after your school they will be making enough to repay.

The numbers don’t make sense in Canada- our traditional tech education paths are dirt cheap compared to the US, and our salaries aren’t high enough either. You wouldn’t pay anything back until you were making $64k CAD.

If you make that $64k though, you’ll be paying $1174.77/month ($907USD), mostly tax free (interest isn’t deductible in Canada, unlike the states). Times 24 and $21768 USD ($28193 CAD, or more than NSCC/>half a CS degree). Fixed student loan rate is 8.5%.
