In the usage I was familiar with, "peer learning" was a complement to learning from teachers, not a substitute for it.

That's dumb and bad. But peer teaching as practiced in schools reinforces the lesson for the teaching peer, who is usually a bit ahead of the class, and frees the actual teacher to focus on those that are struggling, without ignoring all of those in the middle.
