psst, rename high school computer science classes “video game design.” students create their own game, starting with story work. build to coding, contextually, for game design as needed. congrats, you now have a nation of engineers.

Yes! That'd be great! In theory you could teach them using Python, JS, or Java and get pretty far without needing to throw them in to C++ or C#. In practice, when I was in school (2008-2012) it wasn't like that and mine was among the highest performers in the district.
