JIRA is #1 product in its space. Can you think of a more comprehensive, feature-complete issue-tracker? Nope, me either.

Nope. But I can think of hundreds of alternatives that are easier to administer than that nightmare of an admin UX.

Unpopular opinion alert - properly configured
@Jira is incredibly useful in a big scaled enterprise setting, it's just that it is so often seen being used by a single small agile team where it's total overkill, not user friendly and they should be on@pivotaltracker -
Yeah massive difference between professionally administered Jira and Jira where no one or everyone administers it

@Confluence is awesome for collaboration, even for non-technical teams. If configured properly,@Jira then is only for moving tickets from left to right.
