Just a heads-up: Beware of the ferocious opposition to any sort of new affordable housing you'll find in almost all of SF (the players will put you in that bucket). I've been down that road several times in the past and it's no fun. Keep fighting the good fight!

just want to let you know this is a very good idea. I chose Stanford for grad school over every other place specifically because they have affordable housing for students. However you dont have a couple of thousand acres to build on...

Burlington VT might be a good place to look. High quality of life and Vermont now has that $10,000 incentive for remote workers that could be a real boost. In the Bay Area I’d say your best bet might be buying one of the aircraft hangars on Treasure Island.

I'm over here in Alabama (one of lowest property tax states and lowest cost of living overall). Plenty of space and eager municipalities to build something like that (like Facebook is doing here in Huntsville, AL)

Or there's plenty of cheap desert land around the US since you have development money. Even in California you can get 100+ acres of undeveloped desert for about $30k. http://Landandfarm.com usually has places like that listed.
