The government has their own ways of restricting underwriting criteria, they could make income requirements more stringent for loans or they could institute grade requirements or reduce the amount of money per student available.

I know that the idea of casting a wide net in opening the doors of college to people who can't afford it is popular and i agree overall that it's a good idea, but I think that if students can discharge their loans away then the funding net will be smaller.
