I like the intent, but this is what Greece, Germany, etc already do with qualifying exams, and it doesn't seem to work well. How would you propose improving those systems?

As long as you've decided that you don't care about any value other than the thing you're optimizing, it's fine. (Usually, though, we *should* care about externalities and non-specified social values.)
