This sounds great. I wonder how you enforce it though. How do you know people's salaries? What happens if someone changes country, how do you keep track? Or do you just trust people to comply by themselves?

17% of total salary? Or 17% above 50k? Or 17% of post-tax? It's an intriguing pay scheme. In the UK at least, they have a neat system with student loans where its a certain % over 20k or whatever.
