No, they already have good universities, which is why they're the best candidates for rapid revival! I'd put new good universities in Detroit, Flint, and maybe Milwaukee and Charleston S.C.

Worcester: good access to Boston/Route 128, not way overpriced, some very good existing institutions, good access to the outdoors, a good risk profile w.r.t. climate change.
