I have no problem with former PM Morrison declaring himself minister of everything during a pandemic. I have no problem with the GG making it official.
I do have a problem with Morrison's secrecy and if he can't see that is the problem then he is not fit to be in parliament.
but then again, parliament rarely sat under Slomo so maybe there wasn't much legislation carred out.

I'm not sure of the constitutional ramifications of Slomo duplicating senior minsterial roles - any legislation passed by parliament, is it valid? Did he sign the bills as PM or minister? Did the real ministers sign? I've never worked in parliament so I don't know the rules.

is there any software on the internet worse than Windows Mail? You'd think it was written in the 90's with all of its bugs and lack of features. It's slow to load, doesn't store messages, and lacks basic necessities. Why can't Microsoft get it up to modern standards?
