Is that a link to a submission to the Legal and Constitutional Affairs Committee's inquiry into the Stolen Generation? If that's the case there don't appear to be links to any submissions to that inquiry on the committee's website (which is the case with most older inquiries)

Not 100% sure. It is a footnote from an old Robert Manne Quarterly Essay. It just says: "In May 2000 Peter Howson wrote a submission on the question of the stolen generations issue to a Senate inquiry." The footnote includes that broken link.
