If someone gets to the point of attending or completing (waiver refers to both in different places) the health or financial literacy course, there already are multiple hurdles they’ve been unable to clear - the course is part of “curing” a coverage lockout.

Literacy “test” probably won’t pass the legal test, but a course , is done right, could be an enabling nudging factor for better use of resource than wasting or abusing the system
