Good question. It's a number of things - altitude, chance of collision, mass, etc. I presume it's the height/position of this one compared to others.

I made this 90 minute composite photo last week using my all sky camera. I was expecting to catch satellites, but I was surprised to see a good proportion were rocket parts and rocket bodies (RB). That's a lot of large uncontrollable things up there!pic.twitter.com/HiIiK7wYju
