He's wanted for skipping out on bail in the UK, and he did that to avoid sexual assault charges in Sweden. The agreement Ecuador is negotiating in the UK requires them to not give him to the US. This is all in the article you linked.

Actually, the arrest warrant (there is no bail breach charge) is for "failing to surrender" to police for a Swedish extradition that no longer exists. He applied for asylum from US extradition, and was granted it on that basis, the Swedish investigation proceeded and was dropped.
