My guess is through 2011 story is one of professionalization and institutionalalization... clearly criminalization of dissent and purges taking new role now
There are 2 main causes: before 2005, the convicts serve 2/5 of total sentence, with the new law came into effect in 2005 it raised to 2/3, and with the new Turkish Penal Code(5237) punishment terms have been increased
