I'm very curious who those unnamed "Turkish officials" were. Would be interesting if TR's FM -- who was at the earlier meeting in September -- were to be indicted in SDNY.
Is it possible to indict Turkey's foreign minister? Acc to the Noriega decision, it seems impossible.

I'm no expert here. I blv Noriega decision dealt with "head of state" immunity. FM might have immunity under international common law. For "senior officials" generally? Doubt it -- would TR assert official was acting in "official capacity" on behalf of TR?

I read the Norieaga decision, US Court says He has never been legitimate leader of the Panama and never recognized by US so He has not got immunity.
