If there's no known political objective, an attack, no matter how "terrifying," is not terrorism. How do we not get that by now?
I think it is states' imposition to the people; If criminal's motivation would be to hinder the all music concerts, would it be terrorism?

Perhaps. But terror isn't the defining factor. Bank robberies are terrifying, but not terrorism.

The definition and media coverage of terrorism is heavily politicised globally. The agenda behind these two needs deconstructing.
