If there's no known political objective, an attack, no matter how "terrifying," is not terrorism. How do we not get that by now?

There needs to be a political goal. Serial killers and schoolyard massacres involve plenty of deaths, but not terrorism.

We don't need to know the political objective or intentions of the perpetrator. His action has terrorized ppl.
