Yes but could have he refused to resign? I doubt it.
Gul? No! Erdogan could not be deputy candidate in 2002 so that could not became PM; in 2003-March he was elected after Cons amendment.

Acc to cons rule Erdogan could pull his gov't dawn with the interpellation. He could once refuse him everything might be better :))
