member states are under the obligation to take the HRC’s decisions into consideration in good faith.
States may not invoke their domestic law as a justification for not complying with their obligations under international law; on the contrary, States have to ensure that their domestic law is in conformity with their international legal obligations. (Art. 27 VCLT)
