@CoE_CPT works under the principle of confidentiality, its reports can not be made public without consent of the Government in question. Turkey has not given consent since 2016.
There is a remedy for the Government’s blockage: When a State Party does not cooperate or refuses to improve a situation with respect to CPT recommendations, the Committee may by a 2/3 majority agree to make a public statement.
