He's right. Prisons are basically slave labor camps now that also undermine workers unions by undercutting union shops, so there's no incentive to rehabilitate.

There are constructive ways to achieve it without everything devolving into lawless anarchy. These are not unsolved problems; most of the developed world has left us in the dust on these kinds of reforms.
