The launch campaigns are carried out by CNES, and the various materials, the test stands and even the launch pads belong to CNES, although financed by ESA of course

Depends on the launch pad, at least for A5, Vega and Soyuz they are owned by ESA, the launch complex is 100% owned by ESA (with a few small exceptions) in a territory made available to ESA. People from
