Yes, Ariane 5 was originally built as a launcher for Hermes (https://en.wikipedia.org/wiki/Hermes_(spacecraft) …) there was also some preliminary work done on adapting Dream Chaser (https://en.wikipedia.org/wiki/DC4EU ) but nothing final. The biggest limiting factor are funds, really It is cheaper to buy seats from NASA
