Look at who he was dealing with then. Now he has to deal with a "loose" cannon, one who seems to be willing to risk a nuclear war, an unknown entity.

Except they are much weaker and face much stronger sanctions & a much tougher American president. The threats of war from Trump seem more credible than in the 1990s. Give credit where credit is due. Peace is better than war.
