        To a certain extent, but I would hazard a guess that the framers of the Constitution never envisioned that there would be any state with nearly 80 times the population of the smallest ones.

        No the time for retrocession passed long ago. DC now has its own longly entrenched residential culture and deserves full, individual representation. It still wouldn't even be close to the smallest state by population (and it's growing at about 100,000 per decade currently).
