That is the point or at least a big part. HR 1 will also put pressure on moderate GOP Senators up for election in 2020. Make them feel it. Make McConnell explain why he won't give it a vote. This isn't some meaningless ACA repeal vote.

This is largely an answer to problems conservatives base their cynicism on -- corruption and lack of transparency. If constituents really believe that is a problem, mount a campaign to phone GOP leaders and demand they vote for this. Call the Dems' bluff.
