Stop looking at gameplay within Warcraft as definite established lore. We didn't see Pandaren in the game until MoP, but we KNEW they were out there from WC3. This is still a video game, and it's environment is going to keep evolving with time. There are black elves. End of.

We don’t see a single elven ranger in WoW with tattoos besides Alleria. That isn’t because the elves all decided to get rid of their tattoos after the Second War for some weird reason. It’s because WoW doesn’t currently have tattoos as an option for their models.

There are literal Warlocks and Shadow Priests walking around openly in Silvermoon, even though the lore TELLS US they are banned from the confines of the city limits. Nobody complains.

Dalaran was also predominantly Alliance for a big part of the game's story, to the point that Jaina brought it outside of Orgrimmar during the Siege, while also having disallowed ANY Horde presence there, but it remained in Dalaran and Horde were visiting just fine in game.
