From an Eastern European PoV, when it comes to female voices it depends heavily on what you are promoting. Anything that isn't marketed mostly towards women (personal health/makeup products etc.) seems to go high pitch, while anything with a high price tag, low.

I've noticed that as well!! Why IS that I wonder? Is a low voice subconsciously more threatening maybe?

There are many factors as to why, including but not limited to the cultural concept of age (deeper=older=wiser/refined), power dynamics (dominance, control) & eroticism (in its pure form, not necessarily sexual). It's basically because of decades long media conditioning¯\_(ツ)_/¯
