Nope! There were 2 ideas in the beginning- a virtual click wheel UI and a touch interface UI. The tasks of creating these operating systems was given to 2 separate teams, and they both presented their prototypes (the ones shown) to Steve Jobs. He liked the GUI more!

Pretty sure that with the touch wheel is wrong cause that wouldn't make sense like at all.

Actually it did back then! The only mobile devices Apple had released were iPods, so they thought that sticking with something the public knew and were familiar with would be the smart decision. The click wheel was familiar, but was ultimately too limiting!
