Because it's an alternative to having to show one of the other kinds of identity credential (passport, etc.)

in the UK you don't need to show anything though.

I must admit, I've never tried voting without a polling card. I usually have a go at them because the ballot is not secret.

without polling card you really just give your name and they take your word for it...
