It will be expensive and it will be more secure as it can keep unauthorized user out and AES256 encryption. But yes if you talking about jamming, just $20 chinese radio transmit on the control frequency can bring down the entire system.

You'd need several since a properly designed system will have a number of backup control channels, but yeah. Not that hard to do. But are they really still FM Analog voice? I'm surprised that haven't at least moved to digital voice channels with encryption.

Astro P25 is digital. NYC DOITT have both analog trunking and digital trunking system setup and in use for a while
