IIRC some serials from older development devices actually had their serials reused for production devices later on in life.

Actually, serial numbers reflect many aspects of a specific device (where it was made, what exact date it was made etc). There were no production iPhones made on Week 9 of 2007 that were sold to consumers, however Apple has put SwitchBoard onto retuned devices (defective ones)
