Yes. And I think that Apple should send an email to reg Apple ID and if no reply, then remove iCloud locks for I devices that have been unactivated for more than 1-2 years, since that’s a clear sign that NOONE is knowing/caring to activate them.
Apple really should have came up with a method to notify the orignal owner of an iCloud Locked device that someone is trying to activate their old locked iPhone. Facts, we should start something like that, or they could check if the IMEI or iCloud is blacklisted so it can stay locked, if it’s clean, it will be unlocked
