One obvious reason that comes to mind is an attempt to influence those judges.

It's to remind voters in Alabama that the election is not about Roy Moore but putting a conservative justice on the US Supreme Court.

It's echoing Kay Ivey and the rest of Ala. GOP. It's the thing that might change minds in the voting booth on election day so folks that wouldn't ever vote for Moore hold their nose and do.

Think Kavanaugh was left off the other lists because he was seen as too close to the old guard W administration. Sure, there are other W appointees on there, and some were USAs, but of the bunch, Kavanaugh is the only W White House staffer nom'ed by W.
