No. But it is not the same as murder. Either way it isnt speech.

Legally it's conspiracy to commit murder in many jurisdictions, and thereby incurs the same penalties as 1st degree murder. BTW, I can easily argue that stochastic terrorism is a means for crowd-sourcing for hitmen.
