I agree with you but I think it’s strange to insult someone for consider the proposition as thought experiment, which he explicitly states. It’s like debating the utility of torture or capital punishment. I don’t think he’s pushing it as policy.
This is thought experiment like the "Jewish Question" is "just a question." It's a tactic to make the kind of eugenics he supports more palatable to a mass audience.
