He's also lying. The con books out the whole hotel months in advance. He might have a room at a downtown hotel somewhere, but he won't be able to get into con space without a registration.

there's one way of him pulling it off: having an actual friend (or two) who got a room via the lottery, and then having them add him as a room mate to their room. perfectly legal and allows him access to all areas except those that require badges. hotel could still ban him tho
