"Church of the Lutheran Confession" isn't mainstream Lutheranism so there can't be that many congregations in the state. Here's a list of them. Note the guy with the same last name toward the bottom of the page (home church? is his pastor a relative?):http://clclutheran.org/directory/region/SD/ …
