It's not illegal to shoot guns or burn flags in the woods. At least, not necessarily (different stated have different public land rules)
I don't think Hilary has any issue with people shooting guns in the woods, but that she does recognize that Atomwaffen openly recruiting with a training video is an escalation, which is worrying. There's no need to mansplain Atomwaffen to her.
