Fascism is authoritarian, sure, but the "blood and soil" is a key facet, and that's missing from Batman's world view.
Depends on who's writing him, but in a lot of incarnations, Batman's "Gotham is my city" schtick is basically a hair's breadth away from shouting about how Wayne blood is the heartbeat of Gotham.
