Why is it confusing that harm is harm, whether it's caused through physical or psychological means?

I mean, "i will punch you" and me punching you are wildly different things. Depending on credibility of the threat the former should also be sanctioned but in a manner distinct from actual assault. Law is capable of doing this and does somewhat.
