The problem also is what do you replace them with. Even if you remove the repressive police forces you still need some way to enforce laws against crimes such as murder, assault, and other crimes which actually have direct victims

Yeah, but the cops don't actually do that right now. The clearance rate for homicide is barely 60%. Non-fatal violent crime is just 45%. I’ve heard that sat tests and standardized testing can be biased against minorities. I wonder if the tests for law enforcement are similar. Just had a buddy not pass the chp tests. I’d like to see if there’s bias built into those tests.
