SFPD like any policing agency won't waste their time arresting people if the have nobody that will prosecute the crime. It becomes an exercise in futility and places them in dangerous situations. They are reacting to the cards they are dealt.

No. SFPD has a mandate, and the mandate is to investigate crimes. They are not intended to be a political organization, they aren't paid to speculate about the future or express political opinions. If they don't like fighting crime hard all the time, they're free to quit.

Yeah, you're right. It's the street level police to blame. They just aren't working hard enough. If they only investigated more and made more arrests they would get more convictions.

When I say "SFPD" I'm talking about the institution. The employees of the City and County of San Francisco tasked with investigating crimes to ensure public safety. That's from what you're calling street level cops all the way to the chief of police. The whole institution.
