Not always but that case clarified that when police are enforcing the law they DO owe a duty to others - The person trampled by the horse will be entitled to damages

Indeed but it was foreseeable that a horse can get 'spooked' and can react unpredictably even if trained to overcome their natural fears - eg Police dogs often bite the wrong person - usually just the person who gets too close to their jaws - I should know I was bitten in 1994

Were the horses not involved in a charge, when the rider hit her head, at speed, on a traffic light, and was forcefully knocked off?

No. The horse bolted after having a firework thrown at it by a protester. The officer was knocked from the horse as it raced past the traffic light.

Possible as the horses are used to push back at the crowd but that has nothing to do with the person who was knocked down by the horse that was fleeing from the firework that lost it’s rider.
