They certainly believe they can get away with it.
Lack of regulation enables and lack of verification of users means that normal filters for decency are lowered as they can’t be identified. The interest would still be there but the entire behaviour of any abuse is enabled and enhanced by lack of online laws.

There is no doubt that a lack of capacity & a proper framework to moderate online behaviour is a problem. But the statement by the lawyer is imo at one point stating the obvious & on the other providing an excuse for predators who minimise, self justify & blame others.

Perhaps, if that is a defence lawyer but still makes the point that the stuff needs to be obliterated from any online presence
